改革开放三十多年来,我国教育事业发展取得了令人瞩目的成绩,在推进教育公平方面也获得了突破性的进展：各级教育的入学机会大幅度提高;财政性教育投入向义务教育大幅倾斜,推动了教育基本公共服务水平的提升.在我国仍处于社会主义初级阶段和实行市场经济体制的基本国情下,缩小不同人群享受公共服务资源的差距,仍是当前推进教育公平的关键因素.然而我国各级教育在公共教育资源拨款、办学条件等方面差距依然较大,这是实现教育公平过程当中存在的主要问题.在国内财政收入增长趋缓、政府和市场在教育经费投入中未能实现“双轨驱动”,居民教育文
