哈尔滨市管区水域属内陆水系,囿于水域特点,渔船规格较小,机动船大都在6-12HP范围内,现已发展到2552艘,占渔船总数92％。在捕捞生产中占主导地位。如何加强对小型机动渔船管理,保护和合理利用渔业资源。维护生产秩序,保障渔船所有人、经营人的合法权益,一直是我们探讨的主题,针对目前存在问题本文作以解析,供同行参考。
