基本药物制度是现阶段深化医疗卫生体制改革的重点,该制度在实施过程中的关键是基本药物零差率政策的落实。了解基本药物制度在基层医疗卫生机构的实施情况,尤其是该政策在乡村卫生室的实施现状及所存在的问题,对于进一步推进基本药物制度,切实改善农民“看病贵”的问题具有重要意义。因此,本文根据在基层医疗卫生机构深入调研的基础上,着力分析了该政策的基层困境并提出了针对性建议。
The basic drug system is the focal point for deepening the reform of the medical and health system at this stage. The key to the implementation of this system is the implementation of the zero-rate policy on essential medicines. Understanding the implementation of the basic medicine system in primary medical and health institutions, in particular the status quo of the implementation of the policy in rural clinics and the existing problems, is of great importance for further promoting the system of essential medicines and effectively improving the peasants’ significance. Therefore, based on the in-depth investigation and research of primary health care institutions, this paper analyzes the grassroots dilemma of the policy and puts forward some pertinent suggestions.
