针对影响渭北高塬水土流失现实,提出促进深根系林业发展的解决思路,并分别从种植方式、重点区域深根系林业形成发展和加强法制执行力度方面进行阐述,如有效利用建设新农村后废弃的大量林木建立沟坡林业区域,政府应把林业建设作为一个工作重点,实行联合执法,对引起林业巨大破坏的责任人加以严惩。 In view of the actuality of influencing the soil and water loss in the Weibei Plateau, this paper puts forward the solution to promote the development of the deep root forestry, and elaborates on the cultivation methods, the formation and development of the deep root forestry in key areas and the strengthening of the enforcement of the law. A large number of trees and forests to establish ditch forestry area, the government should take forestry construction as a focus of work, the implementation of joint law enforcement, responsible for causing huge damage to forestry be severely punished.
