我国基础教育改革坚持“以人为本”的宗旨,力图通过切实、有效地促进“人”的发展来重构社会发展、民族复兴的基础。边远学校还没有一套可实施管理制度,西藏和平解放60年以来,教育也发生了翻天覆地的变化,我校在近几年的探索中基本实现了“以人为本”治理学校,以法制校的管理理念,以民主管理为方式,达到行为规范,素质与管理共同进步为目的制定人性的制度来管理学校,通过规范制度群策群力、规范师生行为、规范校园布局、规范管理项目、规范制度实施检查等五方面来实现“以人文本”治校的宗旨。其中规范制度群策群力方面,要通过依法之力学校和以制度促管理,以管理促教育两个方面来完成。
