第一条:为保护人民言论出版自由,剥夺反革命分手的言论出版自由,根据共同纲领第五条第七条及第四十九条之基本精神,特制定本办法。第二条:凡在本区境内以文字或图画编排并公开发售之杂志期刊、均应依照本办法之规定,向各省市新闻出版处(室)或文教厅(局)申请登记,经各该省(市)新闻出版处(室)或文教厅(局)转呈
