History has pushed Shanghai to the frontier of opening up, making it the focus of attention in the country in the 1990s. Huang Ju, the mayor of Shanghai, recently announced that in order to promote the development of the Pudong New Area, with the support of the state, Shanghai has implemented a number of new policies: allowing foreign capital to open banking, financial companies, insurance companies and other financial institutions throughout Shanghai; Overseas companies set up tertiary industries such as department stores and supermarkets in Pudong; allow Shanghai to set up stock exchanges; and allow Pudong New Area to set up the largest free trade zone in China, namely the free trade zone. Huang Ju said that during the “Eighth Five-Year Plan” (1991-1995), the state also agreed that Shanghai will issue 100 million U.S. dollars of B shares each year, issue 500 million yuan of bonds each year, and increase Shanghai’s approval authority and other preferential policies. Today, a full-scale opening to the outside world has been unveiled in Shanghai.
