离休干部是党和国家的宝贵财富,关心离休干部的生活,保障离休干部的身体健康,是党和政府义不容辞的责任。烟台市自2000年12月实施离休人员医疗费用社会统筹以来,既能为离休人员服好务,又能合理控制离休人员医疗费管理,既保障了离休人员医疗待遇的落实,又使医疗费用递增趋势得到了有效控制。但运行过程中,也存在很多问题,如医疗保障经费筹措渠道不合理,医疗费用支出控制难等问题。本文对存在的这些问题,提出了将离休人员的医疗费由原单位负担调整为社会共担,将住院费用定额管理改由医院自我控制,建立离休人员医疗备用金奖励机制等合理性建议,从而能够更好的保障离休人员的合理用药需求,为离休人员就医提供了一个优良的就医环境,使离休人员就医可以随时随地得到优质、高效的服务。

However, there are many problems in operation, such as the unreasonable funding channels for medical insurance and the difficulty in controlling medical expenses. In this paper, we put forward reasonable suggestions that will recuperate the reimbursement of medical expenses from the burden of the original unit to the share of the society, change the quota management of the hospital expenses from the self-control of the hospital and set up the remuneration mechanism of the retired medical reserve fund. Can better protect retiree reasonable drug demand, provide a good medical environment for retiree medical treatment, so that retiree medical treatment can get high quality and efficient service anytime, anywhere.
