办事指南是公开行政审批项目申请条件、申报材料、办理程序等内容的重要载体,对规范审批项目运行、方便企业群众办事、提高审批效率、预防权力腐败具有重要作用。一、目前办事指南存在的主要问题(一)办事指南项目不全。目前,绝大多数地方和部门清理后保留的审批项目都是大项目,内含很多子项目。部门在制定项目办事指南时,很多时候也主要制定大项目的办事指南,或者是主要制定大项目初次设立的办事指南,没有制定包含在大项目中的诸如年检、延续、变更、注销等
