中小企业是国民经济的重要基础。加快全国中小企业服务体系建设,不仅是中小企业工作的重要方面,是打通政策落实“最后一公里”的关键,而且是促进中小企业转型升级和创新发展的有效途径。近年来,我国中小企业服务体系建设总体上取得积极成效,政策体系相对完善,服务体系初步形成,服务活动形式多样,开创了新的局面。但是,受国内外诸多因素影响,发展仍面临一些矛盾和问题。新形势对加快中小企业服务体系建设提出了更高、更迫切的要求,需要进一步转变服务意识与理念,整合与集聚各类服务资源,形成有效的服务机制与服务模式,开发创新服务市场与服务产品,打造专业化服务队伍,不断提升服务能力与水平,创新完善服务制度与工作机制,做好顶层设计和发展规划制定,探索解决可持续发展问题,加快形成多层次、多功能、宽领域、广覆盖的社会化中小企业服务体系。
Small and medium-sized enterprises are the important foundation of the national economy.
