The concept of virtual enterprise is given. From the point of view of the sponsors and participants of the virtual enterprise, the sponsor’s evaluation strategy and the participant’s campaign strategy are discussed. The concept of information intimacy factor and bilateral game is introduced, and the virtual enterprise partner selection process is carried out. The analysis has drawn different economic conditions for the initiator and candidate to terminate the selection process.
