慢性非传染性疾病(以下简称慢病)是严重危害人民健康的主要疾病,随着人类科学进步和工农业生产迅猛发展以及城市化进程的加快,一些导致慢病发病和死亡的危险因素迅速增加,使慢病发病及死亡率逐年上升。据统计我国目前约25%的城市居民患各种慢病,60%的就诊病人为慢病。1995年占总死亡81.9%的前五位死因中除第五位的损伤中毒外,前四位均为慢病。慢病引起的早逝占我国全部潜在寿命损失的63%。因此人们及社会对慢病的认识与防病治病的需求正在逐年增加,促使慢病的防治问题日益成为一个迫切的,亟待解决的公共卫生问题。
