加入WTO对我们最大的挑战是经济发展的软环境不适应。应对“入世”必须从观念、体制、法制、服务、人力资源管理等五个方面入手进行软环境刨新。其中观念创新是先导,最重要的是树立遵守国际经贸规则的观念;体制创新是核心,关键是转变政府职能和管理经济的方式;法制创新是保障,重点是依法行政,用WTO的法律框架体系约束政府的行政职能和行政程序;服务创新是基础,主要是提高行政效率和服务质量;人力资源管理创新是前提,根本是建立有利于创新人才脱颖而出的市场化的用人机制,同时,培养和引进一批通晓国际经贸规则的复合型人才。
The biggest challenge to our accession to the WTO is that the soft environment for economic development is not adapted.
