经过十年的努力,我国市场体系中:市场形成价格的机制、多层次的有形市场体系框架已基本形成;竞争性和开放度不断提高;运行规则和相关法律制度初步建立。但还存在全国统一市场仍未真正形成、市场运行秩序相当混乱、市场组织化程度低制约着现代流通机制的形成、公平竞争的市场环境尚未形成法律法规体系等不健全方面的问题。进一步健全现代市场体系应当:运用现代流通方式整合市场资源,努力提高商品市场组织化程度;健全多层次、多品种的要素市场体系。完善市场形成价格的机制、健全市场配置资源的传导机制和信号系统;完善市场的法制和法规,形成良好的市场竞争新秩序;打破行业垄断和地区封锁,促进全国统一市场的形式;进一步转变政府职能,正确处理政府与市场关系,为市场发育创造良好环境。
