从1989年以来,玉溪地区林业局在全区八县一市推行造林栽果定任务、定职责、定规格质量、定成活率、定奖惩的“五定”承包责任制(以下简称“五定”承包),在营林科技管理上走出了一条新路子。4年来,全区各县市、乡镇、村社各级先后有干部和科技人员1900多人参与了“五定”承包工作,承包工程造林面积达54.8万多亩。推行“五定”承包,造林成本降低,质量提高,且又提高了干部、群众对科技兴林的认识,效果十分显著。问题的提出 1988年以前,玉溪地区各县市林业局每到造林季节,虽也尽量抽调科技人员下乡承担造林技术指导任务。但大都属临时性安排,下去突击一二个月,便被抽回机关搞其他工作。这种做法有两大弊端:一是权责利不明确,科技人员下乡,干多干少一个样,干好干坏无差别,严重影响积极性和责任心。二是这种“打一枪换一个地方”的
