本文从实际出发,提出发展和繁荣农村经济,实行农业现代化和广大农民的小康,必须认真对县级经济进行研究,尤其是对丘陵农业大县的经济进行研究。丘陵经济已成为制约我国整个经济发展的因素之一。作者通过对丘陵农业大县的实地考察,认为一般的丘陵农业大县目前存在着三个方面的恶性循环,即:低水平的社会再生产的恶性循环,生态系统与经济系统之间的恶性循环,人文系统与自然系统之间的恶性循环。要使丘陵农业大县脱贫致富,必须实现这三个系统的良性循环。为此,就必须下大决心,对丘陵农业大县进行一系列卓有成效的、配套的改革,并依靠科学技术去推动丘陵地区社会生产力的发展。
Based on the reality, this paper puts forward that to develop and prosper the rural economy, implement the agricultural modernization and well-off farmers, we must study the county economy conscientiously, especially the economy of the hilly agricultural county. Hilly economy has become one of the factors restricting the entire economic development in our country. Based on the field investigation of the hilly agricultural county, the author thinks that there are three vicious cycles in the general hilly agricultural county at present: the vicious cycle of low-level social reproduction, the vicious circle between the ecosystem and the economic system, The vicious circle between human and natural systems. In order to get rid of poverty and prosperity in the hilly agricultural counties, we must achieve a virtuous circle of these three systems. To this end, we must make a determined effort to carry out a series of fruitful and complementary reforms in the hilly agricultural counties and rely on science and technology to promote the development of social productive forces in the hilly areas.
