公开选拔制度是我国干部人事制度改革的重大举措。它发轫于20世纪80年代中后期,推行推广于90年代,发展成熟于近十年。二十多年来,公开选拔制度始终引领着我国干部选拔任用制度改革,日益彰显出制度创新的生机与活力,被公认为是干部人事制度上一个里程碑式的改革。毋庸讳言,这一制度在实际操作中也还存在这样那样的问题。
The system of open selection is a major measure for the reform of the cadre and personnel system in our country. It started in the late 1980s, promoted in the 90’s and matured in nearly 10 years. Over the past two decades, the system of open selection has always led to the reform of the system of selecting and appointing cadres in our country. It has increasingly demonstrated the vitality and vitality of system innovation and is generally regarded as a milestone reform in the cadre and personnel system. Needless to say, there are still some problems with this system in practice.
