军地人员共同参与社会总产品的分配,其工资收入分配相互联系、相互影响。文章在考察军地人员工资收入分配辩证关系的基础上,比较、分析了当前军地工资收入分配的主要特征,提出了军人工资制度改革的基本思路:即以军人劳动补偿要求为基准,全面规范和完善军队人员工资福利制度;以按劳分配与按艰苦程度、特殊贡献分配相结合为原则,理顺军人内部工资关系;以国家社会分配制度改革为方向,逐步实现收入的工资化、货币化。
