国家两部一委《关于进一步加强基层文化建设的指导意见》中明确指出:“建立健全群艺馆、文化馆、图书馆和乡镇(街道)文化机构的工作岗位规范,逐步实行工作人员从业资格制度。充分发挥中央文化单位和省、地、县文化机构的积极性,尽快建立基层文化骨干培训网络,不断提高基层文化工作者的思想水平和业务素质。要改善队伍结构,以适应新形势下基层文化工作的需要。”本文就相关基层文化队伍建设所表现的比较突出的问题谈论一下自己的观点。
