现代化建设要求干部队伍在政治、业务、实践诸方面都要具有良好的素质,就工业企业的领导干部来说,没有相应的科学知识和能力,生产就无法进行,管理的好坏,决定着经济效果的优劣。一九八○年来华考察的世界银行调查团认为,“中国工业当前最主要的问题还不是技术落后,而是管理水平低。”这个看法不无道理,那么,提高管理水平的出路何在?根本之点是要抓紧培训工业企业的领导干部,迅速提高他们的知识水平和管理水平,本文试就工业企业领导干部培训问题,提出几点粗浅认识。
The modernization requires cadres to have good qualities in all aspects of politics, business and practice. As far as the leading cadres of industrial enterprises are concerned, without appropriate scientific knowledge and capabilities, they can not carry out production and the quality of management determines the economy The pros and cons of the effect. According to a World Bank survey mission that visited China in 1980, “the most important issue in China’s industry today is not technological backwardness, but low management level.” This view is not unreasonable. Where is the way out to improve the management level? The point is to pay close attention to the training of leading cadres of industrial enterprises and rapidly improve their knowledge level and management level. This article tries to give some superficial understanding on the training of leading cadres of industrial enterprises.
