目前,在讲英语的加勒比地区,植物检疫正出现令人困惑的状况:一方面,这个地区在 100多年前,为了保证检疫法规的执行,植物检疫工作被摆在相当重要的位置;到了1898年,几乎每一个英属殖民地(见表1)和在这早些时候的群岛上,都立有植物检疫法规,这些法规有着较为全面的规定,它们包括限制植物进口和进口植物检查,以及实施各种检疫处理,包括销毁被检植物(见表2)。
At present, in the English-speaking Caribbean, phytosanitary conditions are presenting a puzzling state: on the one hand, phytosanitary work was placed in a very important position more than 100 years ago in order to guarantee the implementation of quarantine laws in this area; by 1898 , Phytosanitary regulations exist in almost every British colony (see Table 1) and in earlier archipelagos, which have more comprehensive provisions that include restrictions on the import of plants and imported plant inspec- tions and the implementation of various Quarantine treatment, including the destruction of the tested plants (see Table 2).
