The nature of Panlongcheng Mall has long been regarded as the Shang Dynasty’s attempt to plunder southern copper resources and is a vassal state, a square country and a military stronghold of the Shang dynasty. This article disagrees with these views and argues that the basic trend of the Shang dynasty’s rule over the vassal states is that the east soil is gradually withdrawn, the relationship between the west soil and the soil is complicated, the north soil is relatively consolidated, and the south soil focuses on it. The expansion of the Shang dynasty is on the south soil, The establishment of a ruling body in the southern soil, Panlong City is the ideal place for King to build a southern base. Archeological results reveal Panlong City is located in the southern capital of Shang Dynasty.
