Intuitively, since private couriers squeeze out the high-quality source of traditional postal services, there is a “voluntary obligation” to extract some of the postal universal service funds from their profits. However, in fact, this idea has confused the border between commerce and public welfare and the intention of intervening in the free market with administrative instructions is obvious. Universal service for postal services, especially for remote mountainous areas, is a public service provided by the government for the protection of citizens’ basic communications rights. It has the characteristics of more business, heavier tasks and lower profits, and is a natural public product.
