为促进科技成果转化管理工作 ,本文从科技成果转化的定义入手 ,结合国内外科技发展的趋势和工作实践 ,分析其中的规律 ,论述其贯彻始终的 3个基本特性 ,即法律性、时效性和风险性 ,得出从事成果转化工作必须以法律法规为基础 ,以时间效益为核心 ,勇于承担风险、努力减小风险的观点。同时 ,提出在具体工作中的建议。知识经济时代已经到来 ,科技管理部门必须勇于承担推进技术创新和科技成果产业化的历史重任 ,抓住机遇、迎接挑战 ,为我国医药产业在国际上占有一席之地做出贡献
In order to promote the transformation of scientific and technological achievements, this paper starts with the definition of the transformation of scientific and technological achievements, combines domestic and international trends in science and technology development and work practices, analyzes the laws therein, and discusses the three basic characteristics of its implementation: legality, timeliness, and As for risk, it is concluded that the task of transforming results must be based on laws and regulations, with time and efficiency as the core, and the courage to take risks and strive to reduce risks. At the same time, put forward proposals in specific work. Since the era of knowledge economy has arrived, scientific and technological management departments must be brave enough to undertake the historical task of advancing technological innovation and the industrialization of scientific and technological achievements, seize opportunities, meet challenges, and make contributions to China’s pharmaceutical industry in the international arena.
