老年人口作为潜在的社会劳动力资源,对经济增长仍具有相当重要的推动作用。随着人口老龄化的加速,老年人力资源急剧扩张,不管是发达国家抑或是发展中国家,充分利用这一仍具潜力的社会劳动力资源,对经济增长都具有十分重要的意义。1994年我国人事部正式提出第二次人才资源开发,这更为加强老年人力资源开发提供了强大的政策后盾。
As a potential social labor resource, the elderly population still plays a very important role in promoting economic growth. With the acceleration of population aging, the rapid expansion of human resources for the elderly has made it very important for economic growth whether it be developed countries or developing countries to fully utilize this potential social labor resource. In 1994, China's Ministry of Personnel formally proposed the second development of human resources, which has provided a strong policy support for strengthening the development of human resources for the elderly.
