(中华人民共和国国务院令第649号令)《社会救助暂行办法》于2014年2月21日中华人民共和国国务院第649号令公布,自2014年5月1日起施行。第一章总则第一条为了加强社会救助,保障公民的基本生活,促进社会公平,维护社会和谐稳定,根据宪法,制定本办法。第二条社会救助制度坚持托底线、救急难、可持续,与其他社会保障制度相衔接,社会救助水平与经济社会发展水平相适应。社会救助工作应当遵循公开、公平、公正、及时的原则。第三条国务院民政部门统筹全国社会救助体系建设。国务院民政、卫生计生、教育、住房城乡建设、人力资源社会保障
(Decree No. 649 of the State Council of the People’s Republic of China) The Interim Measures for Social Assistance was promulgated by Order No. 649 of the State Council of the People’s Republic of China on February 21, 2014 with effect from May 1, 2014. Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Constitution in order to strengthen social assistance, guarantee the basic livelihood of citizens, promote social fairness and maintain social harmony and stability. Article 2 The social assistance system insists on supporting the bottom line, making it difficult and sustainable for emergency relief and connecting with other social security systems. The level of social assistance is in line with the economic and social development. Social assistance work should follow an open, fair, just and timely principle. Article 3 The civil affairs department of the State Council shall make overall plans for the construction of the national social assistance system.
