基于两次大型基本建设项目竣工决算管理信息化实现的工作实践,提出了“一个基础、两个系统集成、三个相符”信息化实现新思路,通过建立一个基于基建MIS和财务核算软件的竣工决算管理平台,以提高竣工决算工作的效率,确保竣工决算数据的准确性。竣工决算管理功能包括系统集成、资产管理、账实核对、费用分摊管理、竣工决算报表管理等模块。该系统是在一个基于Dot NET技术的平台上研发的,该平台是一个包括流程、权限、消息等功能的多层B/S模式构架。
