当前,安全生产形势非常严峻,尽管党和各级政府出台了不少相关法律法规,加大安全监督管理的力度,取得一定成效,但据报端披露,各类事故依然高发频发,事故总量及死亡人数居高不下。剖析其深层次原因,归根结底是人的因素。有资料显示,安全事故多是人为,并非天灾。各类事故中,有70%以上是由于人的行为造成的,这就给我们提出了一个新的课题,安全生产只有而且必须坚持以人为本,实施“以人为根本”、“以人为基础”、“以人为中心”的人性化管理思想、理念和举措,才能最大限度地扼制各类事故发生,从而实现安全生产形势的根本性好转。
