一九八一年四月底至五月上旬,交通部公路局邀请了北京、河北、辽宁、山东、浙江、广东、四川、云南、陕西等九个省、市交通部门及部公路规划设计院,公路科研所,情报所等单位的同志,就公路修建与养护管理方面的调整、改革问题进行了研究讨论。潘琪副部长到会讲了话。现将座谈中涉及到的主要问题和意见整理如下:
From the end of April to early May 1981, the Highway Bureau of the Ministry of Communications invited nine provincial and municipal traffic departments and ministry highway planning and design institutes in Beijing, Hebei, Liaoning, Shandong, Zhejiang, Guangdong, Sichuan, Yunnan and Shaanxi provinces, Highway research institutes, intelligence agencies and other units of comrades, highway construction and maintenance management of the adjustment, reform issues were discussed.
