在我国公共文化服务体系建设的过程之中,政府仍然是主要提供者和决策者。不容置疑,单一式的主体供给在某一历史阶段能提高建设效率。但是,随着社会的进步,互联网模式的不断深化,单一主体供给模式一方面容易造成效率的低下;另一方面容易造成供给模式固化,资源浪费,导致公共文化服务体系缺乏创造性,不利于社会治理背景下公共文化服务体系的发展。公共文化服务体系建设过程当中,我们应该要围绕两个问题进行:一是怎么样来提高公共文化服务体系建设的效率;二是怎么样来提高公共文化服务体系的创造活力。而要提高公共文化服务体系建设的效率和创造活力,关键是要让公众作为主体参与到建设过程当中去。因此,本文从公民参与的角度来分析公共文化服务体系建设的困境和相关对策建议。
In the process of building our public cultural service system, the government remains the major provider and decision-maker. Undoubtedly, the supply of a single type of subject can improve construction efficiency in a certain historical period. However, with the progress of society and the continuous deepening of the Internet model, the single-subject supply model is likely to cause inefficiencies on the one hand, and the supply models are likely to be solidified and the resources are wasted on the other. Therefore, this article analyzes the plight of the construction of public cultural service system and relevant countermeasures and suggestions from the perspective of citizen participation.
