签订集体合同是贯彻《中华人民共和国劳动法》的关键。为了帮助、指导基层工会与企事业签订好集体合同,依据《劳动法》和劳动部《集体合同规定》,“劳动部关于进行集体协商签订集体合同试点工作意见”,全国总工会关于“工会参加平等协商和签订集体合同试行办法”,结合我区的工作实际,拟定如下操作程序,以供参考。一、成立由党政工组成的签订集体合同领导小组3—7人;二、认真做好签订集体合同过程中动员、宣传工作;三、三资企业推荐产生企业、工会对等协商谈判代表各3—5人,明确双方首席代表或委托人,指定双方记录员;
