随着全球油气资源分配格局发生重要变化,我国油气政策及管理面临较大挑战。针对我国油气政策现状,主要采用层次分析法,在全面收集我国油气行业管理的法律法规及深入调查的基础上,分析并提出我国石油天然气行业国家管理体系架构;从政策应用层面将其梳理和划分为发展规划、机构管理、资源管理、建设管理、产品管理、税费、安全等9种类别,并从政策发布时间、机构、效力级别、目标及特点等方面展开剖析,提出我国油气行业战略发展要加强统筹规划和政策引导、完善市场机制、强化信息共享等建议。
With the significant changes in the pattern of global oil and gas resources allocation, China’s oil and gas policies and management are facing greater challenges. In view of the status quo of China’s oil and gas policy, this paper mainly uses analytic hierarchy process (AHP) to analyze and propose the national management system structure of China’s oil and gas industry based on the comprehensive collection of the laws and regulations of oil and gas industry in our country and in-depth investigation. For the development planning, institutional management, resource management, construction management, product management, taxation, safety and other nine categories, and from the policy release time, organization, level of effectiveness, objectives and characteristics of the analysis, put forward the strategic development of China’s oil and gas industry We must step up overall planning and policy guidance, improve the market mechanism and strengthen information sharing.
