建立现代企业制度是国有企业改革的目标。在现代企业制度下,全面、正确地坚持党管干部原则,是党加强对经济工作的领导,壮大社会主义经济基础的重要保证。但在改革的进程中,一些人把党管干部原则理解为党组织直接管理所有干部,这使一些地方旧体制下干部管理工作中的种种弊端无法革除;而另一些人则认为在企业无需贯彻党管干部原则的基本精神,于是违反党的干部路线、方针、政策的规定,滥用人事权力,导致一些国有企业领导人员素质下降,经营管理混乱,国有资产大量流失。可见,在深化企业改革中,准确地理解、科学地坚持党管干部原则,逐步建立起体现现代企业制度
Establishing a modern enterprise system is the goal of the reform of state-owned enterprises. Visible, in deepening the reform of enterprises, accurately understand and scientifically adhere to the principle of party management cadres, and gradually establish a modern enterprise system
