2005年4月27日国务院第88次常务会议,对加强房地产市场引导和调控提出了八项调控措施。《关于做好稳定住房价格工作的意见》是国务院有关部门贯彻落实国务院决策的具体体现,有利于各地贯彻落实,做好工作,有利于充分发挥规划、土地、财税、金融等宏观调控政策的综合效应。于是,建设部住宅与房地产业司于2005年6月2日在京召开了“2005房地产市场形势与调控政策报告会”。由中国房地产协会城市开发专业委员会承办。参会代表达600人之多。会上,建设部副部长刘志峰、建设部总经济师兼住宅与房地产业司司长谢家瑾等领导作了专题报告。
