曾多次听说有关个体行医者的一个笑话: 某医生给一名性病患者开了一支进口的名贵药,医生用注射器抽出一筒药液,将套住针头的空药瓶给病人看:你看,这是真正的进口药。而事实上呢,他给病人注射的只是一般国产抗生素甚至盐水罢了。这并非只是笑话,事实上,许多利欲熏心的个体行医者就是这么干的。否则,为何在许多正规的国家医疗单位经济不景气、没有多少门诊病人的情况下,个体行医者却能付出昂贵的广告费用、不低的房租、挂靠单位不低于五位数以上的管理费呢(据笔者了解,单单管理费一般每年都有十几万的)?显然,羊毛出在羊身卜,他们是不会吃亏的。额外的费用只能是从值得同情的病人身上非法骗取。 那么,滋生这些灰色笑话的温床是什么呢?
Many times I heard a joke about individual practitioners: A doctor opened an imported valuable medicine to a venereal patient. The doctor used a syringe to draw a cartridge of liquid and showed the patient an empty bottle that covered the needle: You see, this is the real import drug. In fact, he injected only ordinary domestic antibiotics or even saline into his patients. This is not just a joke. In fact, many self-motivated individual practitioners do just that. Otherwise, why the individual practitioners can afford expensive advertising fees, low rents, and administrative fees with a minimum of five digits of the number of affiliated units, even in the absence of economic health in many formal national medical institutions and in the absence of many outpatients. (According to the author’s understanding, the management fees alone are generally more than 100,000 each year.) Obviously, wool is lost in the goats, and they will not suffer. The extra cost can only be illegally defrauded from compassionate patients. So what is the breeding ground for these grey joke?
