笔者认为,公务员具备“听、说、读、写”四方面的基本功,对于做好各项工作很重要。一是“听功”,就是要善于倾听群众的反映和呼声,敢于听取不同意见。有的领导习惯于听好话,对于不同意见,往往是左耳进右耳出,或者根本入不了耳。既然不同意见不受欢迎,群众表达意见的方式也就变得很含蓄、隐晦。这就需要领导有一种高超的听功,善于从肯定和赞赏之中,听出希望、建议、批评和意见来。二是“说功”,就是讲话的方法和艺术。领导讲话的方法和艺术,往往是群众衡量领导水平和
The author believes that the civil servants have the basic skills of “listening, speaking, reading and writing” and are very important for doing a good job in all fields. First, “listening to work” is to be good at listening to the opinions and voices of the masses and to dare to listen to different opinions. Some leaders accustomed to listening, for different opinions, often left ear into the right ear, or simply can not get into the ear.
