本文以山东省为例 ,认为民营经济经过近几年的发展已取得较大成就 ,但受制度环境、市场环境和服务环境等外部环境因素的制约 ,民营经济发展仍存在很多障碍 ,如何改善外部环境 ,消除制约民营经济发展的因素 ,是政府面临的一个重要课题。促进民营经济快速健康发展的关键在于 :切实转变政府职能与观念、改善融资环境、加强产业引导、强化民营企业的国民地位、加强市场建设、构建全方位的社会化服务体系。
Taking Shandong Province as an example, this paper argues that the private economy has achieved great success through the development in recent years. However, due to the constraints of external environmental factors such as system environment, market environment and service environment, there are still many obstacles in the development of private economy and how to improve the external Environment and eliminate the factors restricting the development of private economy is an important issue the government is facing. The key to promoting the rapid and healthy development of the private economy lies in effectively transforming the functions and concepts of the government, improving the financing environment, stepping up industrial guidance, strengthening the national status of private enterprises, strengthening market building, and building a comprehensive social service system.
