机关档案干部不稳定,是档案业务主管部门最棘手的一个问题。近两年来,我们先后两次组织有关人员对全区不同层次的1162个机关档案室进行了调查,其中481位专职档案干部中,从事档案工作三年以下的就有215人,占专职干部的44.6%。一些单位一两年换一次人,少数单位一年换几次人。如监利县一个单位半年内就换了三次人。由于档案干部换来换去,结果给档案工作带来以下几个方面的问题: 一是档案干部业务素质较差,不能独立组卷和处理业务中的问题,阻碍了档案工作的连续性; 二是影响了档案工作更好地为机关工作服务。查准、查全率低,档案信息资源得不到充分开发; 三是档案干部存在临时观念,安不下心来钻研业务,熟悉工作,更没有长期献身档案事业的思想准备, 四是增加了专业主管机关的工作量,档案局年年搞培训,年年是新手,浪费了人力、财力和时间。为什么出现档案干韶不稳定呢?原因是多方面
