为贯彻《黑龙江省关于加快水利建设，大力发展现代水利的决定》，为确保即将实施的千亿斤粮食产能工程，10月21日，黑龙江省水利厅在绥化市北林区召开了全省农田水利基本建设现场会。会议确定了今秋明春全省农田水利基本建设的任务，并对六项重点工程提出了明确要求。
