文章认为,公安基础建设要与现实斗争相结合,解决认识上的片面性,工作方式的单一性和力量配置的随意性;建设的任务目标要与客观实际相一致,与民警的实际承受能力相一致;建设的形式要与内容相统一,增强建设的科学性、效用性和实战性;基础建设的理论研究要与实践探索相互促进,推进基础建设的全面发展。
The article holds that the public security infrastructure should be integrated with the actual struggle to solve the one-sidedness of understanding, the unity of working methods and the randomness of power distribution. The task of construction should be consistent with objective reality and consistent with the actual affordability of civilian police The form of construction should be integrated with the content so as to enhance the scientific, utility and actual combat of construction. The theoretical research of infrastructure should be mutually reinforcing with the exploration of practice so as to promote the all-round development of infrastructure construction.
