“发展才是硬道理”，这是贯穿于邓小平全部理论和实践的一个带有根本性和全局性的科学命题。邓小平的发展思想坚持以人为本的发展理念、以人民利益作为发展的立足点和归宿；紧紧抓住发展的主要矛盾，坚持以经济建设为中心；反复强调“两手抓、两手都要硬”，大力推行改革开放，为发展提供强大动力；促进经济与社会协调发展、共同进步。邓小平的发展思想构成新一代中央领导集体提出以人为本的科学发展观的丰富思想资源。
