随着市场经济体制的建立以及我国加入WTO,深化工程造价管理改革,建立一套遵循价值规律、符合中国国情并与国际惯例接轨的工程造价管理机制,已成为一项十分迫切的任务。根据我国现阶段的实际情况,关键是要建立以市场形成为主的建筑产品价格机制,通过市场价格机制的运行,形成统一、协调、有序的工程造价管理体系,达到合理使用投资、有效地控制工程造价的目的。
