本省水利事业,因过去反动政府对河湖长期失修,及长期战争中山区旧有的水土保持设施破坏殆尽,致山区不能含蓄洪水,泥土走失,河道不能容纳洪水流量,多有漫决,洼地财经常积水,不能耕种,致造成本省连年严重的灾害。仅根据四九年的统计,全省水灾面积达一千二百四十八万亩,占全省耕地面积的百分之十一强,减产量达十四亿斤,被灾人口有九百五十一万之众。今年虽经全省党政军民一致大力防护抢救,除保证了六百一十二万亩的耕地未曾重被水灾外,并使三百万亩田地免于水灾,但仍有三百八十万亩耕地由雨水过大和防护不力而遭受轻重不同的水灾。这不仅使农产量减收,使广大群众受到损失和灾难,且直接影响着本省的经济建设计划。因此我们心须明确认识水灾是目前摆在我们面前的一个严重问题,是我们生产战线上顽强的敌人,治水就成为我们党政军民的一个艰苦重要的工作和光荣任务。本省两年来的水利建设,在上级的正确领导,全
