文章采用比较研究的方法,分析中国不同阶段食品安全监管体制的特征及现阶段世界主流监管体制之间存在的差异,认为中国食品安全监管体制经历了从各主管部门管理为主到卫生行政部门管理为主和分段管理的监管体制三个阶段的演变,正在逐步完善,但与当今世界食品安全监管体制较为发达的国家相比,中国食品安全监管体制还存在一定缺陷。因此应借鉴世界主流监管体制的先进经验,重新定位国务院食品安全委员会,分级分阶段转变监管体制,提高完善我国技术化监管能力,推动制度改革形成全民监管,以保障保证公众身体健康和生命安全。
The article uses the comparative method to analyze the differences between the characteristics of food safety regulatory system in different stages of China and the current mainstream regulatory system in the world at present. It considers that the food safety regulatory system in China has gone from the management of various departments to the administration of health administration The three stages of the regulatory system of the main and sub-management gradually being improved, but compared with the more developed countries in the world, the food safety regulatory system in China still has some shortcomings. Therefore, we should learn from the advanced experience of the mainstream regulatory system in the world, reposition the Food Safety Commission of the State Council, change the regulatory system in stages and in stages, improve and perfect our country’s technical regulatory capabilities, and promote institutional reform to form a universal regulatory system to ensure public health and safety.
