人民主权原则是现代国家民主宪政政治的灵魂,现代宪政的巩固和发展在于从学理的价值寻源和实践的实现机制两个层面去探索和思考。从而对应的是人民主权原则的树建及其在具体制度结构中的贯穿和体现。
The principle of people’s sovereignty is the soul of democracy and constitutionalism in modern countries. The consolidation and development of modern constitutionalism lies in exploring and thinking from two aspects: the source of value of learning and the mechanism of practice. Corresponding to this is the establishment of the principle of people’s sovereignty and its penetration and manifestation in the concrete institutional structure.
