军事训练是部队战斗力生成和提高的根本途径,深化军事训练改革是提高城市民兵遂行任务能力的基本途径。在未来高技术战争中,担负科技参战支前任务的民兵能否拉得出、用得上、起作用,很大程度上取决于平时的训练水平。近些年来,我国民兵的军事训练经过调整改革,呈现出不断上升的好势头。但也还存在一些问题和不足。如训练图形式、走过场,粗训、漏训、偏训的现象还不同程度存在;教练员队伍整体素质还不够过硬,组训能力较弱;训练方法、手段单一,训练层次比较低:训练管控不够严,备课示教、训练准备、评教评学等制度落实不够好;训练人员难集中、经费难保障、时间难落实的“三难”问题仍然没有得到有效解决。对此,各级要把军事训练摆到战略位置,自觉把军事训练作为经常性的中心任务抓紧抓实、抓出成效。要更新观念,拓宽思路,立足自身解决问题、搞好训练．尤其要突出训练重点,调控训练任务比例;优化训练内容,突出针对性、应用性、实战性训练;革新训练方法,创出挂钩代训、跨区联训新路子:强化训练机制,走开规范施训、依法治训之路,促进战斗力的快速生成。要切实端正训练的指导思想,把训练的目标定位在提升战斗力上,坚决纠正降低训练标准、消极保安全和“练为看、练为考”的错误思想。江西省军区各级在民兵军事训练方面做了不少研究、探索,这里刊登一组部分单位破解民兵训练难题、提高民兵训练质量的做法,敬请关注。 Military training is the basic way for the formation and enhancement of the combat effectiveness of the troops. In this regard, all levels should put military training in a strategic position and consciously grasp military training as a recurring and central task and make achievements. We must update our concepts, broaden our thinking, solve problems based on ourselves, and do a good job in training. In particular, it is necessary to give prominence to training priorities and control the proportion of training tasks; to optimize the contents of training so as to give prominence to pertinence, applicability and actual combat training; to innovate training methods and create a new training model of inter-district joint training: Training, according to the road of legal training, to promote the rapid generation of combat effectiveness. We must earnestly rectify the guiding ideology of training and position the goal of training in enhancing combat effectiveness and resolutely correct the mistaken ideas of lowering training standards, ensuring a passive security, and practicing as a test and practice. At all levels of the military region of Jiangxi Province, we have done a lot of research and exploration on military training of militiamen. We hereby publish a series of some units that solicit the training of militiamen and improve the training quality of them.
