长输管道有两种控制理论:按输量控制和按强度控制。前者是各泵站设定进压,让排压自然形成;后者是各泵站设定排压,让进压自然形成。按强度控制可以避免计算误差,特别是可以对水击和顺序输送过程作出正确、合理的反应和处置,可以使管道获得最大的流量;而按输量控制不具备这些优点,一般只能给管道设定其值较低的保守流量。当某个中间泵站非正常停运时,按强度控制能自动地将管道引导到越站输送状态;而按输量控制只能以失控告终。
