科学技术是第一生产力,科技进步是经济发展的决定性因素。党的十五大明确提出,要实施科教兴国战略,把加速科技进步放在经济社会发展的关键地位,使经济建设真正转到依靠科技进步和提高劳动者素质的轨道上来。1999年初,外经贸部提出并实施科技兴贸战略,这是贯彻科教兴国战略在对外经济贸易领域的具体体现,对提高我国对外贸易的质量和水平,促进国民经济发展具有重大意义。
Science and technology are primary productive forces, and scientific and technological progress is the decisive factor in economic development. The 15th National Congress of the CPC explicitly stated that it is necessary to implement the strategy of rejuvenating the country through science and education, put the acceleration of scientific and technological progress on the key position of economic and social development, and turn the economic construction onto the track of relying on scientific and technological progress and improving the quality of laborers. In early 1999, MOFTEC proposed and implemented the strategy of rejuvenating trade through science and technology. This is a concrete manifestation of implementing the strategy of rejuvenating the country through science and education in the field of foreign economic relations and trade. It is of great significance to enhancing the quality and level of China’s foreign trade and promoting the national economic development.
