大小电网关系是一个十分敏感的问题。长期计划经济管理体制下,大小电网相互独立,自成体系,交叉供电,各自管理,割据而治。其结果,小电网由于技术装备弱,管理水平差,且普遍缺乏调节能力,加之周波、电压不稳,经不起大用户的冲击,难以保证在供电区域内持续、稳定、优质地为用户提供服务。而大电网由于体制的障碍,也难以发挥优势。大小电网这种矛盾,由于体制的原因,加之人们思想观念的障碍,如果处理不当,将会呈激化之势。从根本上说制约了云南电力的发展。因此,认识和处理好大小电网关系是摆在我们面前的当务之急。
