在公共行政的演进过程中,政府功能不是一以贯之的,它深受不同历史阶段自由主义和干预主义两种思潮的交替影响,从而呈现出势易时宜的功能特征。通过分析政府功能的演变历程可知,政府功能始终围绕着不同历史背景下政府、市场、社会三者之间的共生关系这一主轴展开变迁的,政府功能定位的关键在于寻求适应本国国情的有效市场、有效政府与有效社会之最优组合。转型期我国的政府功能定位应以现实国情作为先决条件,以合理界定转型期政府的职能范围作为核心。与此,在合理界定政府功能的同时,还要探讨如何通过规约政府行为塑造这些功能,以之确保政府功能的有效实现。
In the process of the evolution of public administration, the government function is not consistent. It is deeply affected by the alternation between the two kinds of thoughts of liberalism and interventionism in different historical stages, and thus presents the easy-to-be-time functional features. By analyzing the evolvement history of government function, we can see that the function of government has always been around the spindle of the symbiotic relationship between government, market and society in different historical contexts. The key to the government’s functional orientation lies in seeking an effective market adapted to its own national conditions , The optimal combination of effective government and effective society. In the transitional period, the positioning of government function in our country should take the reality of national conditions as the prerequisite and take the reasonable definition of the scope of the government in transition as the core. In the meantime, while defining the functions of the government rationally, it is also necessary to discuss how to shape these functions through the government acts in the form of regulations so as to ensure the effective realization of government functions.
